Adjust Image Dynamic Resampling

I have a simple Raster, but when zooming out the resampling removes some of the features. This happens when publishing to a map service as well.

I know this is part of the rendering service. Is there any tricks other than changing the resolution of the image to keep the resampling/down sampling to a minimum?
