multilingual capabilities in AGOL and/or WAB

Question

Looking for multilingual capabilities in AGOL and/or WAB... Seems like a widget or other setting ought to be available somewhere?

An option for the public to choose a language from a list of languages in a map viewer is what we are looking for.

Searched a bit and only thing that came up was esri's option to 'Switch Language' on the bottom of their AGOL documentation pages, for example:

tried Google Translator (English to Spanish) but that throws a json error:

That 1st link is the most pertinent. Not seeing how "custom attribute display" can be utilized for a splash-type widget in their example though. Unless I am not seeing something the "custom attribute display" window is for configuring popups on layers, not a splash widget. How is "custom attribute display" used exactly for the splash in their example?
