Is it possible to publish a Vector Tile Service from ArcPro to a stand-alone ArcGIS Server 10.8.1 or does it has to be published to an ArcGIS Server that is federated with a Portal?
A federated ArcGIS Server site with your portal, and designating ArcGIS Server site as the portal's hosting server is a prerequisite for publishing Vector tile service.
You need to install and configure the following ArcGIS components to share a vector tile service:
