I couldn’t figure out why I’m getting the error below

What might be the issue here?

Visit your task manager and see how many SOC processes you are running, these are map services, if your server is hosed down with these processes it might affect your publishing tasks.
Is your data registered with the server?

How to approach the “heap” option?
You have a 16 core server so optimal setting for the min is 1 and max is 17 (cores plus 1).
Virtual memory setting is good.
You may also want to check under the arcgis server admin, edit, adjust your soc process HEAP to double the current setting.

Then I have two solutions here:
As a follow up. We fixed this issue. After confirming that physical resources were not under stress, we set min process to 1 and max to 13, also went and adjusted the windows virtual memory to best and system managed. This did the trick. Contact me if you would like to discuss.
We are having the exact same issue at 10.2.2! If we reboot the server and then publish it works, if the number of SOC processes increase and the server is under load it fails. This seems a bit ridiculous given at version 10sp5 we had twice the number of SOC processes and half the server!! Would love to discuss further. When calling ESRI, they do not have an answer and despite the CPU at 15% and RAM at less than 50% it still fails. This is an application issue and it needs to be fixed. Version 10sp5 was much more stable. My email is akreag at bisconsultants dot com.

Our query here is related to the quota of the ArcSoc.exe on the server as this is controlled by the number of cores available on it.
Notes:
1 core on the server can take up to 5 ArcSoc.exe.
1 core needs 3 GB
Now:
Each map service will consume a number of ArcSoc.exe. The total consumed ArcSoc.exe shouldn’t exceed #of cores*5
There should be an indicator to show the remaining number of ArcSoc.exe before proceeding in publishing.

you can check the hardware resources usage from windows task manager of the server. You can also install splunk on the server which monitors and keeps the history of memory/CPU usage

I have a similar problem. I try to publish a service, I get the same error shown above. Then I stop a service already running on that server, and I can successfully publish the service, then restart the one I sacrificed.
My question is: how much memory do the publishing tools require? Is there a mechanism which AGServer uses to detect available memory and then "decide" whether or not to publish, and if so, what is the threshold?

Are you maxing out your resources (ram/cpu) on the ArcGIS Server machine? To check these, start the Task Manager and click the performance tab. Also what are your system specs: OS, Ram, etc..?
I have created tens of new mxd files but the problem persists to exist
What is confusing me the most is:

Sometimes map documents may become corrupt. Have you tried to re-create your .MXD?

Sure. the “ArcGIS Server” account is the owner.
What other issues should I consider?
Have you checked if the account used by your ArcGIS server windows service has access to "c:\arcgiserver" folder?

All what I did is that I have changed the credential of the ArcGIS Server Manager but not the ArcGIS Server Account.
Since that time, I got the error message two times. I’ll see if it continues to appear as I publish.

I've seen similar behavior after updating or changing the ArcGIS Server account using the Configure ArcGIS Server account utility. Like you've discovered, I had to manually start/stop the ArcGIS Server local service in order to successfully publish services, but I haven't had to continually stop/start the local service. Did you update or change your ArcGIS Server account?
I would try changing your log filter level to Verbose to see if additional information is logged when you attempt to publish a service. However, you will want to change it back to Warning since the Verbose level can bloat the size of your log files.

As usual, the logs provide very general feedback. However, I did the same (stop\restart the service) and it worked fine now
