Getting a polygon of ArcGIS Road Network

I know different maps providers holds the road network, ArcGIS should have this too because the routing is provided via this data.

The main goal is to get the road network and make a map matching along with a GPS trace.

Is there a way to retrieve this data?

As i said, The main goal is to get the road network and make a map matching along with a GPS trace.

With the road network, i can try to match my GPS coordinates to the closest road using some algorithm.
