Ability to sync some maps using the Story Map templates, but not all

Using the Side Accordion Story Map Template, the user has the ability to edit the config.js file to specify syncMaps as true or false.  This syncs all webmaps that are added to the template.  What I'd like to see is the ability to sync some of the included webmaps, but not all. 

For example: the first webmap could be a state-level choropleth map, and each subsequent map could be county-level maps.  I'd like the ability to sync all of the county-level maps, but exclude the state-level map.  This way, the template would load at the state level, and then zoom into the county level and stay synced as long as the user is viewing any map that is displayed at the county level.
