Request of selectable display format for time on attribute inspector

The new version of ArcGIS API for JavaScript introduced editing the time component of date fields on attribute inspector. Users are now able to edit time. However, display format for time (12-hour clock or 24-hour clock) is not selectable. It depends on browser locale. So, if users want to show different format on their application, they have to add additional function. It is not user-friendly in region where both 12-hour clock and 24-hour clock are widely used.
In order to avoid users' inconvenience, a parameter which is able to choose either 12-hour clock or 24-hour clock will be required.
