Story Maps: provide the ability to share direct URL to individual tabs in Map Series template

In order to allow calls to specific sections of Story Maps from other Story Maps or even external Webs, it is necessary to provide the ability to share direct URL to individual tabs in Map Series template. This is needed to improve user interaction with Story Maps.
