Populate Feature Attributes with Attributes From Another Layer in Web App and Collector

When creating a new feature in a web app or collector, there is often a need to populate certain feature attributes with the attributes of an underlying layer. For example, when I create a point feature, I may want to populate an address attribute with the street address of an underlying parcel.

This functionality would allow for improved data quality and ease of use.
