Current user search is case sensitive and does not search for substrings and/or allow for wildcards. This does not allow for searching on last names in a First Last name format.  You must enter exact match from the beginning of the Name or User Name fields to return any results

First name search with correct capitlization (success):

First name search with incorrect capitalization (fail):
 
Last name search with correct capitlization (Fail. What about Bob?):

Which, I should add, is kind of absurd in 2016 where instant auto complete searches are almost standard.
