ArcGIS Online will Open/Import Metadata Directly in FGDC XML Format

Currently, ArcGIS Online will only Open/Import metadata in ArcGIS format. Since my Organization has selected the FGDC format for metadata, I want to be able to directly Open/Import XML metadata in this format, not the
ArcGIS format.
