JS API / ArcGIS Online - Consistent mouse scroll functionality between OS

On a Windows machine in Chrome, Firefox, IE and Safari, if you use the scroll wheel on your mouse the map zooms in/out of the map.

On a Mac machine in Safari and Chrome, if you use the scroll wheel on your mouse you pan the map. I know you can zoom in and out by using the shift key, but should it not be consistent across all operating systems?

Google and Bing maps maintain this consistency and I think that it confuses users when this is altered.
