This functionality has been implemented in ArcGIS Pro! The Domain Usage tool can be used to search any workspace for datasets that reference a given domain. For more information, read about this tool in our help doc located below.

There are lots of tricks to doing this in Python. Complications arise from Feature Datasets and domains used against subtypes. For those of us who manage domains and geodatabases, this tool would save a lot of time.
