Please add the "All" option to the Web AppBuilder Query widget when using Unique > Ask for values settings:

You can use "like" instead of "is", then the values box won't show the list of unique values. Instead, put a question mark or other hint in the values box. Users can enter partial strings, not case sensitive to find what they want.
