I have created a web map however when I try to enable offline mode I get this message "This web map cannot be enabled for offline use. Learn more about taking your maps offline".Please note i have used the same layer to create another web map and its enabled for offline editing automatically.
Valentine, remember to mark you questions as "assumed answer" (near the title of you original post) so others know that you were able to resolve it (in this case without any particular answer....otherwise you would mark the helper's response as correct). Thanks
Hey yes I am using the ESRI basemap. Anyway I published a new map to arcgis online and it has worked. I think using a feature for more than one web map sort of creates a lock that's why I cant enable offline mode.

Are you using an ESRI basemap, or one of your own? If you are using one of your own, is the service 10.2.2 or higher? Also, did you enable the option to allow clients to export cache tiles?
