Accessing coordinates stored in a text file (using ArcPy)

Hello,

Please, I have a set of coordinates, stored in a text file (attached) . My goal is to write a script that can access the coordinates, and convert them into a polygon in either arcmap or arcgis pro. I need help on how to do this. Thanks
