urlopen error [WinError 10054] An existing connection was forcibly closed by the remote host

What does this error mean?

I am trying to upload a CSV that is larger than 1GB using "gis.content.add" and then use "csv_item.publish" to publish the csv to Feature Layer and get this error after executing "gis.content.add". What maybe the cause?
