In Oracle, why does it take a long time (around 30 Minutes)to create feature dataset or feature class.
Even to connect sde Geodatabase its take around 30 minutes ,
from same machine where Sys user take only few second to connect.
Check from sqlplus promote is connecting properly.

>ArcGIS Desktop and Server 10.6
>Oracle database 12C.
>Machine Window Server 2012.
Work has done,
>firewall off from Client and Server machine.
>Install client for Oracle 12c 32 bit database on ArcGIS desktop Client machine.
