ArcGIS Web App builder and AGOL

Hi All,

Recently esri released ArcGIS Web app builder beta 2. In beta 2 i observed that ArcGIS organization account is made compulsory. I want to know if I already have ArcGIS Server license still I will be forced to purchase the AGOL or portal for ArcGIS Server license for using web app builder?

I am planning to develop a application and was thinking of using web app builder as a starting point. But if AGOL is going to be mandatory then i will start from scratch.

Anyone has any thoughts on this?
