ARCGIS explorer 1500 browser capabilities

Question

Can arcgis explorer be used through a browser of a client PC?? if yes can anybody help me do that??

Is it possible to host an instance ArcGIS Explorer Online (i.e. on an internal intranet?)? (I'm assuming you'd need to be running ArcGIS Server already...) or is this residing exlusively on ESRI servers for now? Are there any plans to release this in the future or on the cloud?
