Is there any permission to give while publishing layer through arcgis pro so that we can do edit ,delete and create query through coding ,if it so then what are the permission i have to give ?

I don't think so, just make sure to publish the layer as a Feature so that it creates a FeatureServer in Enterprise. However, I would recommend reviewing the ArcGIS Pro doc on editing to make sure you get all the information you need:
