Wanting to create a geospatial data portal - how to start?

I have to create a geospatial portal using ESRI Online where a user can draw a polygon and the application will find layers (restraints) that intersect. This is for developing - i am in the environmental consulting field - so that the user can see what constraints or permits they need in order to place something on that land. Any suggestions on how to start? Would this be something I could get done all on ArcGIS Online???

An interactive web application is the goal. We do not have Business Analyst and we want to be able to use our own data along with various public data.
