How can this tool be used on polygon featureclasses that are not part of a parcel fabric

Is there another tool out there like the parcel namer tool that works on polygon featureclasses that are not part of a parcel fabric; the old snakepin tool

I used the Snake Pin Tool many years ago and it was great. The newer alternative Viper Pin is nice but is not exactly the same and has limitations to the amount of characters you can add in the Parcel Number Field.
