Dataset on Opendata which sources from our ARCGIS server cannot donwload

One of our datasets on our Honolulu Open Data Site cannot download

Dataset | Honolulu Open Geospatial Data 

In the my Activity Button the err is

An error occurred while processing this dataset

The  Data is source is from our ARCGIS server (10.3.1) 

Which has a script that grabs the data from a ARCGIS 9.3 Sever

Other Layers we have in the same service is working fine.

Any Help would be appreciated

I just took a look and the download is failing because this request fails:

http://webserverholis.honolulugis.org/arcgis/rest/services/Public/Administrative_Political/MapServer/0/query?where=1=1&returnGeometry=true&outFields=*&outSR=4326&f=json

I would take a look at your server logs, or bring this to support for further troubleshooting.
