Report Designer Issue - Grouped fields

When I create a report based on multiple group fields, the report runs fine, but when I save an RLF and try to run the report later, the grouping is not honored.

• ArcGIS 10.4.1 (5686) - Advanced

Basically Steps (shown in attachment)

1. Join two tables (1-n).
2. Group on three fields
   • Date (by YEAR)
   • Color
   • Type
3. Sum at then end of the Type group
   • Gallons
   • Applied
4. Run the Report - It is fine
5. Save the Report - reload (same MXD)
6. Run again - The report no longer honors grouping

It seems like a bug. 

Also, does anyone know if the default Report Wizard is the same in the Business Analyst extension? Is that a more "mature" version of the Report Designer?

This was verified to be a bug - Esri Case #01901700 - Report Designer Bug

• Date (by YEAR)  - Grouping a date field does not work - have to break the YEAR out as a field in the table.
