Has this changed in VS 2012 and Arc 10.2 or do I still need to create a custom web service?

I'm sure this hasn't changed.  ArcObjects is an a huge API compiled for development using full blown .NET and it wouldn't be practical to port to Silverlight.

ArcObjects is not supported by Silverlight.
If you need to execute some ArcObjects code, you will need to create a custom webservice on the server and call that.
