fill empty polygons with neighbors average

I would like to fill empty polygons with its neighbors average, What tool should I use?. In the image you could see the problem, that I want to solve for using a grouping tool,

What version of ArcGIS are you using 9.3, 10.0, 10.2?  

I am using ArcGIS 10.1, so I can not use that tool and also I need to fill an empty polygon using the average of the attributes of the surroundings polygons, not the characteristics such as length, etc.
