What determins AGO pop-up order

Question

What determines the order of the pop-up boxes displayed? Our users are complaining that the parcel data shows up first when they are usually interested in the water network data. The parcels are below the water network in draw order so I don't know how to change this behavior.

So I am having the same issue but apparently, controlling the pop up order is not possible without code.  I found the answer in this thread:  How can I change the order of popups on an ArcGIS Online Map

I am having the same issue.  I am trying to show the pop-up for my zoning layer first and then parcels. Both my zoning and parcel layers are Feature Layers.  I have tried adding in the zoning layer first vs adding in the parcel layer first and I have tried reordering the layers so zoning is on top of parcels.  No matter what I do the popup box always shows parcels first.
