Light Gray Canvas Basemap labels drawing on top of features

Question

We have a webmap and associated Operations Dashboard that use the light gray canvas as a basemap.  I'm noticing that the labels for the basemap are rendering on top of our features, which seems wrong for basemap behavior.  Our data is a feature service, updated using Geoevent Processor - not sure if that is relevant here or not.  Wondering if others have seen this behavior and/or have a workaround.

This behaviour is caused by the labels being reference layers: Choose basemap—ArcGIS Online Help | ArcGIS

Read the above article to change the labels from behaving like a reference layer.
