Is Mobile Data Access a Capability in Server 10.7.1?

I'm migrating a map service from ArcGIS for Server 10.4.1 to 10.7.1.  The map service previously had Mobile Data Access turned on as a Capability in ArcGIS for Server 10.4.1, but I don't see this option within 2.4 ArcPro's Share As Web Layer options nor within 10.7.1 ArcMap's Service Editor dialogue.

Is this capability obsolete or unavailable in Server 10.7.1?

If so, no worries. I'll just ignore migrating that functionality.

It does look like that service type is obsolete as the latest version offered is in fact 10.4.x based on what is available in the documentation: https://enterprise.arcgis.com/en/server/10.3/publish-services/linux/mobile-data-services.htm
