JS API 3.25, consume layers from portal items

Hello

on the table of comparraison between API JS 3.25 version and 4.x version : (Choose between version 3.x and 4.x | ArcGIS API for JavaScript 4.8 ) I found that "Directly consume layers from your portal items" is Not available in 3.25 version but then I found a class esri/arcgis/portal class that enables calling Portal items by id !!

so i'm feeling confused about that !! can you give clarifications about that !!
