FeatureLayerView.filter() not being honored for some "where" expressions in JS API 4.15

Hello,

I am trying to set a filter expression on a featurelayerview. however, it works for some features and not for the others. Is there anything I am missing?

Can you please explain what is being not being displayed? You have so many options going on and it is hard to keep track of what is happening.
