How to add a web map to shortlist?

Hi. I'm trying to create a story map using shortlist. I have a web map with points that I would like to use in it. In the tutorial it says to go to "share" -> "create web app" and choose Shortlist from the list but there is no shorlist there. There are only basic, cascade, tour, journal, series and spyglass story types. The same thing happens with all maps I have. Does embedding web maps into shortlist have some account restrictions or something? I use basic ArcGIS Online account.

You can create a Shortlist using an existing web map, either because you want to use that web map, and all the layers it contains, as the map background for the places you are going to add into your Shortlist via the Shortlist Builder, and/or because that web map contains point data that you would like to use as your places (> read more about that). To create a Shortlist from a web map, you have to go into ArcGIS Online, open the web map you want to use, share the web map, and choose the Create An App option, then choose Shortlist from the gallery of apps that appears.

Currently Story Map Shortlist is still in beta, and so it doesn't appear in the gallery of apps for all ArcGIS Online languages: it only appears for English, French, German and Spanish languages, as specified in your ArcGIS Online account profile settings. So if you aren't using one of those languages and you don't see the Story Map Shortlist (beta) app in the app gallery that is probably why.  To get access to the Shortlist via the app gallery you can change the language set in your account profile to be one of those languages. This will change the language used for the ArcGIS Online user interface while it is set, so choose the one you know best. Then share the web map and create your Shortlist.  After you have saved your Shortlist, you can change the language in your account profile back.

I think the above explains your situation. Just to complete this post for other people who land on this thread, there are two other reasons why Story Map Shortlist may not be in your App Gallery: 1) You may be using Portal for ArcGIS, not ArcGIS Online. Shortlist isn't available in Portal yet because it is still in beta. 2) Your ArcGIS Online Organization's Configurable app gallery might be customized in your enterprise to remove that app for some reason. 

Irrespective of the above, anyone with an ArcGIS Online account can create a Shortlist 'from scratch' (without starting with a web map) from the Story Maps website: Story Map Shortlist | Story Maps  This workflow doesn't let you use point data in a web map as places in your Shortlist.  When you create a Shortlist from the Story Maps website, the Shortlist Builder automatically creates a web map for you and stores the places you author in that web map. You can edit that web map to add additional supporting layers into it, such as a study area polygon. But you can't edit the places stored in that web map in order to modify your Shortlist, and you shouldn't try to because they are stored in the Shortlists own format (> read more about that).
