I need tabs to really differentiate work loads: Site visits, Federal laws, Analysis, and a place to hold reference materials -perhaps images.

Did you ever get an answer to your above question regarding the use of tabs in Collector? I'm considering migrating an ArcPad application to Collector and would also need to use tabs to maintain format and functionality. I haven't seen much else about this topic...
