Error: Unable to load image" when displayng a cached layer"

Hello,

I started to get this error in browser log while displaying a cached service in a webmap.

Displaying service in ArcMap is OK.

The error comes from the service, the log says:

Update: in a list of issues addressed in 10.3.1 I found following:

NIM102500 -

Default extent of basemaps are not honored when the coordinate system is other than WGS 1984 Web Mercator Auxiliary Sphere.

What exactly "are not honored" means? I use base maps both in WGS 1984 and Israel ITM projected coordinate systems. Can it be the issue?
