Mohu zůstat u ArcGIS Enterprise 10.6.1, ale nainstalovat ArcGIS Desktop 10.7.1?

You can still use ArcMap with a previous version of ArcGIS Enterprise. However, if there is new functionality at version 10.7.1 within ArcGIS Server, you will need to upgrade your server site.
