Dashboard Sharing

I have two dashboards, and both have different data in them. But for some reason, one dashboard can be viewed publicly and by someone without an account, but the other one is also public but every time some one tries to open it up without an account, it says that someone needs to log in. What is going on?

The web map and its data layers that the dashboard uses, have they been shared with "public" as well?
