Sky View factor

I have a shapefile of buildings of a city, including height values. I'm interested in computing the Sky View Factor. However, I can not find such a tool in ArcGIS 10.3. Could anyone help me with that. Any suggestions, extensions, software are highly appreciated.

I'm using 10.3 with all the extensions in Windows 8.1.
