I tested your link and it worked for me. Does this only fail on certain browsers? Have you tried clearing your browser cache?

For me it is working in IE9, not in Chrome & Firefox.

To sum-up there is something wrong in France (from several cities, several networks, several navigators)

We had the same problem some times ago with Dojo. It was the localisation attribute in the <html> tag

Try <html> instead of <html lang="en">

While the problem seems to be fixed on the ArcGIS Online platform, it seems that the downloadable template from arcgis.com still has the same localization issue ?

Can you check if a fixed version of socialmedia.zip is available ?
