Can i do reporting page like bar and pie charts using ‘Web AppBuilder'

I want to report some statistics from utility data as
reports like bar charts, pie charts by building app through ‘Web AppBuilder for
ArcGIS’ .I want to post this app in ‘Portal for ArcGIS’

Is it advisable?

Can I use web service for fetching data from local SQL data
base and generate charts for this data also?

You could configure the "Chart" widget in Web AppBuilder to read services and create charts. The functionality here is pretty basic, though.
