Does anyone know how I can get the Production Mapping extension for ArcGIS 10.4? I don't think its part of the install package offered. Thanks in advance!

If your organization is under AMC (and licensed for Production Mapping), you could download the product from My Esri using the organizational account. Else you need to contact your local Esri Distributor.
Requires Standard or Advanced license and it is listed under Industry Focused.... ergo, not free
