I solve the problem by publish my file then navigate it using

System.Windows.Browser.HtmlPage.PopupWindow(new Uri("http://84.235.15.69:7485/help/AlQasimExplrerUserGuide_AR%20-%20Copy.htm"), "_blank", null);
