Ribbon controls not available in checked in state.

Question

Hi, 
I have several GIS pages with ArcGIS webparts and I added serveral controls in the ribbon so that the users can use and interact with the map in Run time, the ribbon controls are visible in run mode when the page is checked out mode, but they are not available in checked in state, anybody has any idea why it is happening? I am very new in SharePoint.

Can you provide more detail on what you mean by checked out/checked in mode?

What version of SharePoint are you running? 2010 or 2007.
