You can if you mean the 2015 Business Analyst - Basemap Layers.lyr. One can launch one of the two default Business Analyst start map documents but the BDS layers are all going to have red exclamation marks. In my testing looks like the Business and Facilities (businesses and shopping centers) do function.
As far as a Business Analyst for Pro I am sure that possibility is being evaluated for the future.
