Is HUB available for the Enterprise on-prem?
As a full product no, the Hub is not yet available in enterprise.
However, as of Enterprise 10.6.1 the website tech utilized in the Hub is available in Enterprise under the name "ArcGIS Enterprise Sites". If you want to check it out be sure to download and apply the patch for the application. Portal for ArcGIS 10.6.1 Enterprise Sites Patch
