Create a road segment with only road name and to/from information

How do I create a road segment with only the road name, and to/from data, without having to physically digitize the road? I don't have xy coordinates, and several hundred segments to create. An example of the data is as follows for a road segment in Miami: 96th Street from Collins Avenue to Abbott Avenue.

I am using street maps as a base. I need to create specific to/from segments as a separate layer, but wanted to find out if there was an easier way to do it than to look up each location and digitize them manually.

Have you looked see if the street maps are available from the locations you are interested in or Open Street Map?
