Failure to Access the DBMS Server on ArcCatalog 10.8.2

Question

I have installed ArcGIS Desktop 10.8.2 on Win 11 but later re-installed. After re-install, I cannot connect to the geodatabase in SQL Server. The error "Failure to access the DBMS server" is shown.

But I can connect to the geodatabase by SQL management studio.

I have installed SQL Server native client, SQL Server ODBC server 17 & 18 but the error is still shown.

Are there any ways to resolve the problem?

Many thx for your help. I have managed to connect now after adding TrustServerCertificate=yes to conneciton string.
