Can not take map offline due to basemap and hillshade

Question

Hi having an issue where when I try to toggle offline mode for a created map in enterprise, I get 2 warning for incompatible layers being the esri basemap and the esri hillshade. It tells me there is a solution available but not what the solution is???? The layers are not contained in the layer list and are the basemap layers this seems incredibly dumb that esri's own basemap layers are not supported? Any help appreciated.

It only works if you and your portal admin follow these steps: Take web maps offline—Portal for ArcGIS | Documentation for ArcGIS Enterprise

Here is the interesting part as screenshot:

Our admin enabled some basemaps from ArcGIS Online in ArcGIS Enterprise that we can use with Field Maps offline.

This setting in basemap feature layer settings is the one that defines this error in generally. You must enable offline use and if not enabled it is not possible. Obviously you (and me not either) can not affect on how Esri global basemaps have that setting. That Alternate interests me too - most likely it tells that there is same dataset available somewhere else that can be used as a offline basemap. Statement sound much like that.
