Build Overviews on a single new raster in a large Mosaic Dataset — how to be truly selective?

Hi everyone,
I'm working with a large Mosaic Dataset published as an Image Service on ArcGIS Enterprise, containing thousands of ortho photos with pre-generated overviews and a tile cache up to level L18. I need to add a single new ortho photo to the existing Mosaic Dataset and regenerate the overviews and tile cache selectively, only for that specific area, without touching the rest of the dataset.

What is the correct and recommended workflow to add a single new ortho photo to a large existing Mosaic Dataset and regenerate overviews selectively only for that area?

In full transparency, I did a deep dive using the Support AI chatbot on Esri Support Services - so testing is 100% required to see if this workflow would work:

On ArcGIS Enterprise on Windows, the supported way to refresh only the cached tiles impacted by mosaic dataset changes is to use a dirty area polygon to drive a partial cache rebuild (instead of Overwrite Web Layer).

Try these steps:

Update the mosaic dataset (add/replace orthophotos, run your mosaic maintenance as needed).
Run Compute Dirty Area on the mosaic dataset to generate a feature class of the modified (“dirty”) areas.
Rebuild cache tiles only for that AOI using cache management (Manage Cache > Manage Tiles / the geoprocessing tool Manage Map Server Cache Tiles) so it overwrites tiles intersecting the dirty areas rather than recreating the entire cache.

Good morning - I believe this workflow will work for you:
1. Stop the image service so it's not being used while you're updating the MDS.
2. Run the Add Rasters To Mosaic Dataset (Data Management Tools) | ArcGIS Pro documentation GP to add the new single ortho photo to the large existing MDS.
3. Run the Build Overviews (Data Management)—ArcGIS Pro | Documentation but use the Query Definition parameter to select the only the newly added ortho photo to build overviews for.
4. Restart the Image Service.

Hi Robert, thank you for your response. I tested your workflow, and it works up to the point of adding new orthophotos and subsequently building the overviews, although it is always necessary to run "Define Overview" first.

What is still missing is the ability to publish an additional cache to an already active service. There should be a dedicated tool for this, but at the moment it does not seem to work properly.

Furthermore, when running the "Overwrite Web Layer" operation, the system regenerates everything from scratch. Since I have thousands of orthophotos, this process takes approximately two days to complete.

For this reason, I need a way to update only the cache in the areas where changes have been made, rather than rebuilding the entire cache.
