Add an option in Pro to set a default number format for attribute tables

Idea: Add an option in the Pro Options dialog to set a default number format for numeric values displayed in attribute tales.

Reason: For numeric values in attribute tables, the default is currently six decimal places without thousands separators. We almost always need to change this to two decimal places with thousands separators for tables of acreages for our projects. This involves opening the Fields View, clicking the "more" menu in the relevant field, updating the Number Format dialog, closing the dialog, repeating for all other relevant fields, and then saving the changes. It's easy, but it's a lot of steps! It would save us so much time if we could set the default number format to our typical format and only have to change it for the outliers.

A default would be really nice and I would love to see it extended to the web environment as well. An Enterprise Portal Settings location to determine this would be really helpful as well!
